Help Client & Server npcgen.data?

Help me. Should both be the same?
Client\data\npcgen.data ==Server\gamed\config\world\npcgen.data ?
Client\data\npcgen.data ==Server\gamed\config\npcgen.data ?

Others say it's good. The error only occurs here is21 and is22. What is the cause?
is21 is22 (sage/demon) "Server Error. Please log off and try again"
